Building for Resiliency: Enhancing the End User Experience in California’s New State Buildings

As the State of California navigates the transition back to in-person work schedules, it is essential to consider how the design and construction of our work environments contribute to healthy and equitable end-user experiences. Recent California Department of General Services projects Resources Building Renovation (RBR) & New Natural Resources Headquarters Building (NNRH) are perfect examples of thoughtfully design-built spaces that prioritize the well-being of the people who inhabit them.

New Natural Resources Headquarters: A Beacon of Sustainability
The New Natural Resources Headquarters is a LEED Platinum Certified building that meets Net Zero Energy standards. The Best Sustainable Real Estate Project (Sacramento Business Journal,2021), NNRH reflects the commitment and innovative approach to sustainable design and construction practices by Turner Construction Company, AC Martin, IA Interior Architects, Glumac.

But what does it mean for the people who work within its walls?

Outdoor Connection: The building design prioritizes access to daylight, creating a healthier and more pleasant work environment. Thanks to carefully designed windows and skylights. Sunlight streaming into workspaces enhances mood, productivity, and overall well-being. Additionally, outdoor spaces—such as rooftop gardens and terraces—provide employees with opportunities to connect with nature during breaks, fostering creativity and reducing stress.

Breathing Easy: Our commitment to indoor air quality includes ASHRAE 62.1-compliant supply ventilation and MERV 13 filtration for supply air in HVAC systems. Entryway systems prevent dirt and particulates from entering the building, ensuring a cleaner indoor environment. And yes, we monitor carbon dioxide levels in densely occupied spaces to optimize air quality.

Transparent Product Choices: We’ve carefully selected 49 products with Environmental Product Declarations (EPDs). These declarations quantify each item’s environmental impact throughout its life cycle. By choosing responsibly, we contribute to a healthier planet.

Reduced Carbon Emissions: By implementing energy-smart design principles, connecting to a high-efficiency central plant, and utilizing 100% renewable electricity from SMUD Solar Shares, we’ve achieved an 87% reduction in annual carbon emissions compared to a typical office building. Imagine the positive impact this has on our environment!

Resources Building Renovation: Transforming Spaces
The Progressive Design-Build Resources Building Renovation (RBR) is more than a facelift—it’s a transformation. The project will achieve Zero Net Energy and Leadership in Energy and Environmental Design (LEED) Silver certification (at a minimum).

Here’s how it aligns with the team's (Turner Construction Company, AC Martin, HGA, Verdical Group,and Glumac) commitment to better user experiences:

What it was: Originally built in 1964, the Resources Building has received minimal repair and updating since its construction. Per the RBR Final Environmental Impact Report, 2020, “the State Fire Marshal identified numerous building deficiencies that did not comply with fire and life-safety standards in 1996. Other building deficiencies include the presence of hazardous materials (e.g., asbestos) and water intrusion, as well as needed upgrades to emergency access, air systems, plumbing, telecommunications, lighting controls, restrooms, and other building infrastructure.”

Energy Efficiency Upgrades: Our renovation prioritizes energy efficiency. From smart lighting systems to renewable energy sources, we’re not only reducing our environmental footprint but also ensuring long-term cost savings. After all, a comfortable and efficient workspace benefits everyone.

Prioritizing Interiors and Amenities: Wellness was a priority for HGA. The interior design includes access to natural daylight throughout each floor, as well as outdoor patios for breaks. A fitness facility was included, and stairwells were designed to promote employee use. Car-alternative commuting is encouraged with the adjacent light rail station and a large bike storage facility.

Resources Building Renovation - Summer 2024

Reducing Embodied Carbon: In the ongoing renovation of this 652,000-square-foot building, both the steel structure and the steel deck along with the concrete floors will be preserved. This strategic reuse of existing materials significantly reduces the embodied carbon intensity by 65% compared to typical new construction. It’s a compelling example of how repurposing existing buildings can play a crucial role in mitigating carbon emissions on a large scale, given the substantial embodied carbon associated with concrete and steel production and delivery.
