Originally built in the 1960’s as Federal Office Building No. 8 and occupied until the early 2000s by the US Food and Drug Administration, the building was previously a highly compartmentalized laboratory facility. However, the FDA vacated the space in 2002 moving to their campus in White Oak, Maryland. The existing eight story building was then transformed into a naturally lit and open planned office space through a few simple yet precise architectural decisions including the addition of two new atria that were cut into the existing floor plate to flood the interior with daylight without compromising the existing structure. The House of Representatives voted in 2012 to rename the building after former United States Congressman from Massachusetts and Speaker of the United States House of Representatives, Thomas P. “Tip” O’Neill Jr. The building is in Southwest DC at 3rd and C Streets in the midst of the Southwest Federal Center business district home to many US government agencies, Smithsonian museums, and just steps from the United States Capitol Building.
The O’Neill Building achieved LEED Platinum certification for energy use, lighting, water, and material use as well as incorporating a variety of other sustainable strategies including salvaging 75% of the original building structure. Keeping the building’s structure intact provided obstacles as well as opportunities for innovation. Limestone cladding salvaged from the demolished portion of the 1960’s exterior facade was re-used and incorporated into the fabric of the interior common entryways, hallways, and lobby. All building systems were re-engineered to provide high performing and energy-efficient operations. The site has been completely reinvented with a pedestrian-friendly landscape affording environmental benefit as well as perimeter security protection.
