Turner, in a joint venture with Top Grade Construction and Flatiron, redeveloped the 150-acre, Oakland Army Base. The project included development of the overall scope of work, budget and execution timelines, project plan, schedules, and procurement strategy. The scope of work included all horizontal improvements to provide access via roads, rail, utilities and pad ready parcels for the developer to coordinate vertical construction. The scope of work also involved repairs of Piers 6 1/2 and 7 to upgrade their loading capacity.
