Doug Cooper

Doug Cooper is a seasoned operations leader with over 46 years of industry experience and 18 years at Turner Construction Company. Currently serving as Vice President and xPL Offsite Operations Manager, Doug is responsible for overseeing and advancing operational excellence across Turner’s national offsite manufacturing initiatives. With a sharp focus on innovation, integration, and continuous improvement, Doug supports teams in maximizing value for clients while enhancing efficiency, safety, and quality at every stage of project delivery.

Throughout his tenure at Turner, Doug has held several impactful roles that reflect his commitment to leadership, learning, and Lean principles. As Integrated Operations Manager for Critical Facilities nationwide, he fostered a culture of creativity and innovation, championing lessons learned and driving forward best practices across complex mission-critical projects. As Vice President of Lean, Safety, and Active Caring for the New York Business Unit, Doug reimagined Turner’s approach to safety by integrating Lean methodology and human-centered leadership. His data-driven initiatives dramatically improved safety outcomes—reducing the recordable incident rate to 1.2—and implemented systems for trade partner engagement, root cause analysis, and continuous learning.

Earlier, Doug served as Vice President and Regional Lean Manager, guiding Turner New York’s Lean transformation. He was instrumental in embedding Lean thinking into all levels of operations—from field teams to executive leadership—through training, coaching, and hands-on project support. His leadership helped teams optimize planning, execution, and collaboration to deliver greater value to clients.

Doug’s project experience includes serving as Project Executive for the award-winning Governors Island Park & Public Space Master Plan in New York City. Under his leadership, the project was delivered six months ahead of schedule and under budget, showcasing his skill in managing multifaceted public works and infrastructure initiatives.

Doug holds a Bachelor of Science in Theology from Liberty University and brings a values-based, people-first philosophy to his work. He is also certified in multiple areas supporting his operational, safety, and Lean expertise.
